Forward Delaware Programs are funded by The American Rescue Plan Act of 2021 (ARPA; P.L. 117-2). ARPA was signed into law by President Biden on March 11, 2021. ARPA is the latest in a series of Coronavirus Disease 2019 (COVID-19)-related relief and economic stimulus legislation. In partnership, the Delaware Department of Labor, Division of Employment and Training ("DOL") and Delaware Workforce Development Board ("DWDB", and collectively with DOL "Delaware") issue this funding opportunity to provide guidance on the workforce services Delaware desires and the funding request procedures for entities to complete.
