APEX is dedicated to opening opportunities to individuals with criminal histories by helping them through the pardon or expungement process. Employment & Training administers the federal bonding program for ex-offenders and other employment and training services.
Apprenticeship & Training is a learn as you earn model. A Registered Sponsor must employ apprentices. Registered Apprenticeship helps businesses develop highly skilled employees. Registered Apprenticeship programs have also been shown to reduce turnover rates, increase productivity, and lower recruitment costs.
Alien Labor Certification (or Foreign Labor Certification) assists employers in meeting requirements for recruitment of alien workers and assures that regulatory processes are followed to document that American workers are not available. In addition, the program ensures the employment of the foreign worker will not adversely affect the wages and working conditions of the U.S. workers that are employed.
Bonding Program provides fidelity bonding insurance coverage to ex-offenders and other high-risk job applicants who are qualified for a job but fail to get it because regular commercial bonding is denied due to their backgrounds.
Delaware JobLink is a web-based online network system that provides access to a full range of workforce information for both employers and job seekers.
Forward Delaware is where jobseekers find Training to enhance or gain skills, and employers connect with a qualified workforce.
Elevate Delaware provides up to $10,000 to individuals for approved non-credit certificate programs offered by the Delaware Workforce Development Board guidance of eligible programs.
Delaware Worker Adjustment and Retraining Notification (WARN) Act is to direct employers that meet the qualifications of a WARN notification to provide at least 60 days advance notice to the Department of Labor Division of Employment and Training of mass layoffs, plant closings, or relocations. The intent is to provide dislocated workers with the Rapid Response Services and benefits that are due to them through the Department of Labor and other service providers. The desire of the Department is to assist dislocated workers to return to work as quickly as possible with minimal disruption to their economic well-being.
On-the-Job Training (OJT) Program: Specialized training is provided to an employee by an employer to help the employee develop the necessary skill and abilities to perform the job.
Welfare to Work Tax Credit offers incentives to employers to hire members of families that have been long-term assistance recipients.
Work Opportunity Tax Credit (WOTC) is a federal income tax credit that encourages employers to hire eight targeted job seekers. The tax incentive is designed to help the job seekers most in need of employment gain on-the-job experience and move toward economic self-sufficiency.
