About Contracted Services:

The Division of Employment and Training is responsible for the operation of Delaware’s 4 American Job Centers (AJC). For more information, the AJCs, visit our about page. In addition to the operation of the AJCs, the Division of Employment and Training Contract Unit has over 50 contracts statewide with a variety of agencies and organizations to ensure Employment and Training services are provided to those in need. Our current funding sources in which we use to fund agencies are Workforce Investment Act of 1998 (WIOA), Blue Collar Job Development Act (Adult BC), and Temporary Assistance for Needy Families(TANF). Furthermore, the Contract Unit helps monitor the AJCs.

State Summer Youth Employment Program

The Delaware State Summer Youth Program provides summer employment experiences for youth ages 14 – 21. All projects employing youth are designed for a ten-week period between June and August. All employment experiences provide youth a meaningful work experience while gaining exposure to the working world and its requirements.

To apply for the upcoming Summer Youth Program, youth must contact the assigned Summer Youth Employment Provider within your County. All youth must be determined eligible to participate through the Providers, therefore, specific documentation such as the summer youth application will be provided by each Provider (Not the Department of Labor).

If selected for employment, all youth will fill out the Summer Youth Application and provide a signed Work Permit as well as documentation of age, family income, and eligibility to work. This will be administered by the provider in your county.

Workforce Investment Act (WIOA)

Through the Delaware Workforce Investment Board (DWIB), Federal WIOA funds are contracted to agencies to operate in and out of school youth programs. The purpose of youth programs funded under WIOA is to prepare youth facing serious barriers to employment for participation in the labor force by providing training and other services that will result in increased employment and earnings, increased educational and occupational skills credentials, and decreased welfare dependency, thereby improving the quality of the workforce and enhancing its productivity and competitiveness.

Blue Collar Job Development Act (Adult BC)

Through the Delaware Workforce Investment Board (DWIB), State BC funds are contracted to agencies to operate workforce training programs and in and out of school youth programs. The purpose of programs funded under the Blue Collar Jobs Development Act is to provide services to Dislocated Workers, to provide school to work transition sites, and to provide other innovative training programs.

Temporary Assistance for Needy Families (TANF)

Delaware’s TANF Team is a partnership between the Department of Health and Social Services, Division of Social Services, the Department of Labor, Division of Employment and Training, the Economic Development Office, Workforce Development, and the Department of Transportation, Delaware Transit Corporation. TANF funds are contracted to agencies to fund two programs:

1. Employment Connection services help TANF recipients obtain and maintain full-time unsubsidized employment or participate in a combination of work activities in order to receive their cash Grant.
2. Keep a Job services to provide employment retention assistance to participants who have obtained unsubsidized employment that results in maintaining employment and achieving long term economic independence, including income growth.
